Associate Professor, Zayed University (2000 – Present).   I came to the College of Communication and Media Sciences as an Instructor and have moved through the system.

Faculty member, Vanier College (February, 1998 – May, 2000).   Taught in the humanities program. ETHICS, GLOBAL VIEWS and MEDIA.

Visiting Assistant Professor, SUNY Plattsburgh (August, 1998 – September, 1999).   I taught the intro and media theory courses.

Piecowye, J. (2003).  Habitus in Transition. Journal of Computer-Mediated Communication, 8 (2).

Description: This paper considers the impact of computer-mediated communication on the culture of the United Arab Emirates via the results of a brief study. The larger question being asked is if the very culture of the nation might be recast through the use of computer-mediated communication. While my survey was limited and thus the results preliminary, they contradict the view that CMC technologies will inevitably reshape ‘target’ cultures as these technologies impose especially Western cultural values and communication preferences. Rather, my analysis suggests that UAE women students are more directly affected by consumerism as a culture dominating the Internet. More broadly, my students stand as examples of users who can consciously chose what elements of global cultures they wish to appropriate while they simultaneously insist on preserving their own cultural values and practices.

Piecowye, J. (2008).  Public Policy Analysis Re-Imagined with Web 2.0 Applications. International Conference on Information resource Management.

Description: For any public policy analysis to be effective it must include the broad study of the actions, as well as interactions, of the various interveners in that particular public policy object. In the past this has not been possible because of the lack of tools to identify, communicate with and collect data from all those interacting with an object of public policy. Web 2.0 applications have, for the first time, given rise to the real possibility of creating a ‘new consciousness’ among public policy actors, allowing policy analysts to ‘actively’ survey, observe and follow public policy interactions in real time, allowing for a new means of public policy analysis to take place.

Description: This paper explores the role of communications and media in the process of cultural hybridism in Dubai, the United Arab Emirates. It is suggested that because Dubai, a city/state, is undergoing fantastic social and physical change, it is an ideal case to test both the theoretical and practical dimensions of cultural hybridism.

Description: Without exception all culture today has become a hybrid, a compromise between the local and the other. Every aspect of culture today finds itself under the indelible influence of global technological development.
As recently as six years ago the most significant challenges to Canadian culture came in the forms of traditional cultural industries such as publishing, broadcasting, film and video products.
Today technology has changed everything.

Piecowye, J. (2003). From Media Theory to Media Practice: A Pretext to Understanding the Media Culture of the.   Presented at AUSACE 2003, Dubai, United Arab Emirates.

Description: This paper argues that there are at the least three processes, which combine to influence the media culture of Dubai Cannel 33 and the U.A.E. in general. These processes are: localism versus internationalism; cultural definition; and the encoding and decoding of media messages. These processes are both personal and mediated in nature. These processes accelerate change and add complexity, through the mass and rapid production of symbols and signs, to the media culture of Dubai Channel 33. To make matters more complex many, if not most, media traditions in the U.A.E. are transplanted from outside the culture adding further confusion and complexity to an already complex and evolving media culture.
